PEngine v0.4 - Sub-optimal Solution Rate

Version 0.4 of the PEngine library does not always find the optimal solution, which is to be expected. However, the rate of sub-optimal solutions is higher than desired at roughly 10-20%. No exact empirical data is currently available to quantify the occurance of sub-optimal solutions. This problem is now being worked upon and it is expected that v0.5 will improve the optimal solution rate.
